1 EIGHTEEN Shift Proposed In Control Of Reformatories Rep. Langsdorf Offers Bill To Put Institutions Under Social Security Board JEFFERSON CITY, Jan. -Rep. Elsie Langsdorf St. Louis) today introduced a bill place three state reformatories under the supervision of the Social Security Commission.

The institutions are the Boys Reformatory at Boonville, the Girls Reformatory at Chillicothe and the Negro Girls Reformatory at Tipton. They now are under the state penal board. Rep. Three bills designed to improve conditions at Algoa Intermediate Reformatory-established model institution-were introduced yesterday. The measures, Introduced by Reps.

Miller Penalte The bills, Andrae said, have two principal objectives to rid the reformatory of tough, older inmates who have a bad influence on youths committed for minor crimes, and to reduce the number of escapes from the institution. The proposed laws would: 1. Prevent the committing to Algoa of youths between the ages of 17 and 25, convicted of felonies for the first time, for terms of more than five years.

Those sentenced to more than five years would be sent to the state prison. 2. Provide automatic release of Algoa inmates after they had served three- fourths behavior of their record terms, was pro- satisfactory. With continued good conduct, their civil rights would be restored two years after release. 3.

Establish a good- behavior credit system whereby each inmate would receive merit marks for good conduct and become eligible for parole after he had served one-third of his sentence or 14 months. Would Reduce Escapes, Andrae said that with such changes in the laws, escapes could be reduced materially. At Algoa, inmates are not eligible for parole until they have seven-twelfths of their terms, while at the main prison. convicts are released automatically on good behavior at the end of seven-twelfths of their sentences. For that reason, Andrae said, many Algoa inmates escape with the hope they will be caught and sent to the main prison.

The first bills of the 62nd General Assembly--two appropriation measures--to go to the governor were passed by the senate today. They appropriate one-third of the state's general revenue for support of public schools and $20,854,938 for interest and retirement of the state's bonded indebtedness.
